What will happen if water is spilled in inter-galactic space?

If you are an enthusiast like me you will surely have some imagination in your mind. There can be three possibilities:
1.The water will freeze since there is intense low temperature there or
2. the molecules will disperse apart as there is near zero pressure or
3. some other phenomena which we are unaware of.
Since there intense low temperature in inter galactic space (around 4K) which favors freezing of water form ice. In reality low temperature is not the only condition for a material to solidify. Since solidification involves building of strong inter-molecular bonds. Low temperature can only slow the vibration but for bonding the molecules need to be closer. Here comes the role of pressure. Therefore for changing the state of matter, temperature as well as pressure plays important role. Can we conclude our result at this point. Let us see some other features of inter-galactic space.
The density in inter-galactic space is almost zero. On an average there is one hydrogen atom per meter cube of space. They are at very high kinetic energy, and mostly ionized which is comparable to behavior of hydrogen at very high temperature. Now the question comes in our mind, from where is this energy of hydrogen atom comes. The answer is trivial from galaxies. Though the energy intensity is too low but on the same time the density i.e. number of atoms are also negligible so the energy per atom is reasonable. Do these atom can affect our water ? According to me they are too low to affect our analysis.
Now back to our question. I personally think that if water is spilled in atmosphere, the water from outer surfaces will try to escape taking energy from rest of the bulk ( you can say it kind of boiling as boiling is nothing but surrounding pressure = vapour pressure ). During this process the molecules in the core of the bulk will concentrate towards core which will start freezing. Thus some of the molecules will spread and boil out while others will freeze at core. This is my personal opinion but we never know because any day we can encounter with some new phenomena as nobody has seen inter-galactic space.
